Title and Summary
Director, Public Policy Iberia
The Director of Public Policy, Iberia, will be responsible for managing relationships between Mastercard and politicians, regulators, government officials, and key third-party stakeholders in Iberia. This includes both domestic and EU matters relevant to Mastercard.
This role involves overseeing the department's logistics, managing relationships with consultancy support and suppliers, and developing thought leadership and stakeholder engagement strategies across Spain and Portugal. The director will also coordinate with Mastercard's Public Policy colleagues to ensure consistent messaging and approach.
The director will contribute to developing and implementing Mastercard's Public Policy strategy, supporting the company's multi-rail vision, which includes both card and account-to-account payment solutions.
Oversight of the Iberia Public Policy Department- Report to the Director, Public Policy, Western Europe, overseeing all public policy activities in Spain and Portugal, ensuring alignment with broader business objectives.
- Support the Spanish and Portuguese Country Managers and teams in protecting and growing the business, keeping them informed of relevant policy activities.
- Collaborate with internal stakeholders to develop proactive and reactive policy positions on various issues.
- Manage research, responses to consultations, and drafting of policy responses.
- Create thought leadership and briefing papers to support business objectives.
- Engage with third parties to develop thought leadership platforms.
- Participate in relevant working groups, trade associations, and stakeholder communities in Spain and Portugal.

Senior Consultant
This is a senior-level consulting position that involves working with European and international institutions to transform global policies, enhance public services delivery, and improve organisational performance.

The difference you will make :
The Senior Public Policy Manager Iberia will support our campaigns across Iberia with a special focus on Spain. The person in this role needs to be a self-starter and will be a key member of the multi-skilled campaign team defining policy goals and positions, co-shaping and implementing the campaign teams strategy as well as developing strategic partnerships. You will be working alongside other functional experts who support those goals through content, community engagement and media relations. This role will report to the Campaign Lead for Iberia.
In this role you must be skilled in policy engagement with a wide variety of external stakeholders at national and regional but also at local level – able to work proactively with elected officials, governments as well as administrative bodies to help stakeholders understand the contribution of the collaborative economy to sustainable tourism.
The ideal candidate will be passionate about Airbnb's mission and have proven experience in regulatory, tax and political work in a relevant business or non-governmental organization or in a political governmental or regulatory context. Experience in tourism and housing will be a plus.
Frequent travel within Spain and Portugal will be expected. This role must be located in Madrid but it can involve working from home. The role is also likely to involve occasional travel in Europe and also to our global headquarters in San Francisco.
Responsibilities- Support the Iberia Campaign Lead in developing political strategies and priorities, advise on local needs, plan relevant activities and design policy positions across these geographies;
- Identify partnership and alliance opportunities - new potential partners and partnerships programmes - work with partners to develop MOUs, work with internal teams to deliver on partner MOUs and maintain partner / stakeholder relationships;
- Establish new and maintain existing relationships with an extensive network of political contacts across Iberia;
- Act as Airbnb's representative in meetings with government and political stakeholders in coalitions and collaborations to advance Airbnb's advocacy initiatives including crafting and negotiating language for legislation, drafting comments on administrative registrations and authoring issue briefs and position papers;

The Difference You Will MakeThe Strategic Engagement Manager shapes, drives and implements advocacy and policy engagement efforts across the region, online (Digital) and offline. The Strategic Engagement Manager also provides strategic support and advice to the Campaign Manager to ensure the consistency of campaigns led across the region and the sharing of best practices. In this role you must be highly skilled in project management and digital campaigns (strategy, content and measurement), have a deep knowledge of the local policy landscape and be able to demonstrate long term strategic vision. A Typical DayThe role includes operational support and strategic advice to the Campaign Manager and to the Country Manager to define and implement policy engagement strategy, reactive and proactive, to ensure policy goals are reached. It functions as a strategic and creative thought partner to the regional leadership team. It also involves project managing the operations for the delivery of policy strategic engagement in the region, budgeting, setting KPIs, creating measurement frameworks, and providing analysis of results. The position builds broad campaigns to support key policy objectives using tools including communications, digital and social, partnerships and host engagement as required, and leads and oversees social media (targeting, KPI, budget, etc.). Content creation includes writing and editing action-oriented emails, compelling social media posts and narrative blogs, and overseeing the design of visuals such as infographics, videos, photos and reports. In partnership with the EMEA Community team and local Community POCs, the role creates and deploys tools to inform and engage hosts on EU policy matters (digital tools, webinars, etc.).
Your Expertise- Excellent strategist, creative thinker and communicator, with great interpersonal, writing and presentation skills.
- At least 6 years of experience in project management or strategic engagement in a corporate or a public institution.
- The candidate must demonstrate skills in data analysis (SQL), Social media KPIs and Project Management.
- Ability to work both independently and as part of a team; impeccable organizational skills, attention to detail and ability to document processes & decisions made.

Airbnb’s Public Policy team exists to further the interests of our community of hosts and guests with politicians, regulators, opinion leaders and others who shape the political and legal context for our business, helping them to understand the significant social and economic contributions of our platform. Across the EMEA region, we are engaged in well over a hundred local conversations and negotiations with governments big and small. We engage governments at local, regional, national and EU levels directly and also use innovative advocacy and partnership strategies that actively involve our community and our stakeholders in making the case for fair, progressive home sharing rules.
The team is responsible for managing our government affairs and public policy strategy and engagement in the region. We operate proactively and reactively, building policy solutions that ensure our host community can strive. Our work is supplemented and amplified by a range of digital, communications, and host engagement tools.
The Difference You will Make:
The Strategic Engagement Manager shapes, drives and implements advocacy and policy engagement efforts across the region, online (Digital) and offline. The Strategic Engagement Manager also provides strategic support and advice to the Campaign Manager to ensure the consistency of campaigns led across the region and the sharing of best practices.
In this role you must be highly skilled in project management and digital campaigns (strategy, content and measurement), have a deep knowledge of the local policy landscape and be able to demonstrate long term strategic vision. Smart, innovative and proactive, you have a strong sense of detail and like to lead cross-functional projects with a focus on results and impact.
The ideal candidate will be passionate about Airbnb’s mission, have proven expertise in building and executing digital campaign and community engagement, offline and online engagement tools and techniques, and strong interest in political work.
A Typical Day:
- Provides operational support and strategic advice to the Campaign Manager and to the Country Manager to define and implement Policy engagement strategy, reactive and proactive, to ensure policy goals are reached. Functions as strategic and creative thought partner to the regional leadership team.
- Project manages the operations for the delivery of the policy strategic engagement in the region, and is accountable for the associated budget. Sets KPIs, creates measurement frameworks, ensures key initiatives are on track, provides analysis of results.
- Builds out broad campaigns to support key policy objectives, leveraging the range of campaign tools including comms, digital and social, partnership and host engagement as required. Leads and oversees social media (targeting, KPI, budget, etc.)
- Content creation : write and edit action-oriented emails, compelling social media posts and narrative blog posts, oversee design of visual elements such as infographics, videos, photo, reports.
- In partnership with the EMEA Community team and local Community POCs, create and deploy tools to inform and engage hosts on EU policy matters (digital tools, organise webinars,.)
Your Expertise:
- Excellent strategist, creative thinker and communicator, with great interpersonal, writing and presentation skills;
- At least 6 years of experience in project management or strategic engagement in a corporate or a public institution.
- The candidate must demonstrate skills in data analysis (SQL), Social media KPIs and Project Management
- Ability to work both independently and as part of a team; Impeccable organizational skills, attention to detail and ability to document processes & decisions made.
- Excellence in multi-tasking by prioritizing work and coordinating required support across various functions to achieve project goals and objectives.
- As a team leader, proven ability to lead and influence cross functional teams. Experience of developing and leading complex projects with multiple stakeholders;
- Ability to navigate a complex political or regulatory environment. Understanding of the political landscape and legislative processes in Spain is essential. Prior political campaign and grassroots advocacy experience is a plus
- Self-starter with a good sense of humor and the ability to thrive in a fast moving and sometimes stressful environment.

Overview
Senior Public Policy Manager, Iberia. Location: Madrid (hybrid; frequent travel in Spain, Portugal, Europe, and to Airbnb headquarters in San Francisco).
The Difference You Will MakeThe Senior Public Policy Manager, Iberia will support campaigns across Iberia, with a focus on Spain. You will be a key member of the multi‑skilled campaign team, defining policy goals and positions, co‑shaping and implementing the campaign team’s strategy, and developing strategic partnerships. You will work alongside other functional experts who support those goals through content, community engagement and media relations. This role reports to the Campaign Lead for Iberia.
Responsibilities- Support the Iberia Campaign Lead in developing political strategies and priorities, advise on local needs, plan relevant activities, and design policy positions across these geographies.
- Identify partnership and alliance opportunities; develop MoUs, coordinate with internal teams to deliver on partnerships, and maintain partner/stakeholder relationships.
- Establish and maintain relationships with an extensive network of political contacts across Iberia.
- Act as Airbnb’s representative in meetings with government and political stakeholders, participate in coalitions and collaborations to advance advocacy initiatives, craft and negotiate language for legislation, draft comments on administrative registrations, and author issue briefs and position papers.
- Advise Airbnb’s teams on public policy matters to guide product, service, and policy development and manage the implementation of national and local policy proposals and legislative measures with cross‑functional teams.
- Engage in research, writing and analysis on developments affecting Airbnb’s priorities.
- Monitor legislation and regulatory matters and advise the company on policy challenges.
- Manage consultants who provide on‑the‑ground support, ensuring they are properly briefed and engaged in line with the strategy.
- Flag local policy issues with broader regional implications and collaborate with colleagues in Europe and San Francisco to develop global solutions.
- At least ten years of direct experience handling complex political or regulatory issues in a relevant business or NGO, preferably in travel, housing or technology.
- Excellent knowledge of the political landscape and legislative processes across Iberia.
- Proven ability to build and sustain networks of influence across diverse stakeholders.
- Experience in managing complex projects with multiple stakeholders; highly organized and able to handle multiple projects simultaneously.
- Strong written and verbal communication skills; ability to work independently and as part of a team in a fast‑moving environment.

We are now looking for a Public Policy and Strategic Engagement Program Manager, Iberia to support the team in this work.
The difference you will makeThe Senior Public Policy Manager, Iberia will support our campaigns across Iberia, with a special focus on Spain. The person in this role needs to be a self starter and will be a key member of the multi-skilled campaign team, defining policy goals and positions, co-shaping and implementing the campaign team’s strategy as well as developing strategic partnerships. You will be working alongside other functional experts who support those goals through content, community engagement and media relations. This role will report to the Campaign Lead for Iberia.
In this role you must be skilled in policy engagement with a wide variety of external stakeholders at national and regional but also at local level - able to work proactively with elected officials, governments as well as administrative bodies to help stakeholders understand the contribution of the collaborative economy to sustainable tourism.
The ideal candidate will be passionate about Airbnb’s mission, and have proven experience in regulatory, tax and political work in a relevant business or non-governmental organization, or in a political, governmental or regulatory context. Experience in tourism and housing will be a plus.
Frequent travel within Spain and Portugal will be expected. This role must be located in Madrid, but it can involve working from home. The role is also likely to involve occasional travel in Europe and also to our global headquarters in San Francisco.
A typical day- Support the Iberia Campaign Lead in developing political strategies and priorities, advise on local needs, plan relevant activities and design policy positions across these geographies;
- Identify partnership and alliance opportunities - new potential partners and partnerships programmes - work with partners to develop MOU’s, work with internal teams to deliver on partner MOU’s and maintain partner / stakeholder relationships;
- Establish new and maintain existing relationships with an extensive network of political contacts across Iberia
- Act as Airbnb’s representative in meetings with government and political stakeholders, in coalitions and collaborations to advance Airbnb’s advocacy initiatives, including crafting and negotiating language for legislation, drafting comments on administrative registrations, and authoring issue briefs and position papers;
- Advise Airbnb’s teams on public policy matters to guide development of products, services and policies and manage the operational implementation of national and local policy proposals and legislative measures, working with colleagues in our legal, comms, marketing, community, EMEA and Global teams;
- Engage in research, writing and other activities to provide analysis and critical thinking on developments affecting Airbnb’s priorities;
- Monitor legislation and regulatory matters and advise the company with respect to policy challenges;
- Manage consultants who provide on-the-ground support, ensuring that they are properly briefed and engaging energetically on behalf of Airbnb in line with the agreed strategy;
- Flag local policy issues that may have broader regional implications, and work with colleagues elsewhere in Europe and in San Francisco to develop global solutions and approaches as required.
- At least ten years of direct experience working with complex political or regulatory issues in a relevant business or non-governmental organization, or in a political, governmental or regulatory context. Ideally, this experience has been built in travel, housing or technology.
